Lubena is an Associate with experience in various aspects of laws and regulations that govern mining, energy resources and land matters within the jurisdiction. Lubena earned her LLB from the University of Lusaka and is an Advocate of the High Court of Zambia and a member of the Law Association of Zambia.

Lubena possesses expertise in ensuring legal compliance of entities both within and beyond the jurisdiction. She has achieved this by providing legal opinions and assisting with fulfilling compliance requirements with diverse regulatory bodies in Zambia. Lubena has collaborated with both local and international clients on matters including conveyances, lease agreements, construction and infrastructure contracts, as well as projects involving mining and energy law.
Her involvement in significant government projects within the country has enhanced her comprehension of sector-specific regulations, licensing, and compliance criteria.

Lubena’s most notable work includes working on the Women, Business and the Law 2023 – The World Bank Group, which required identifying legal barriers to women’s economic empowerment.
